- 日本災害医学会2026宣言（NIIGATA宣言）
一般社団法人日本災害医学会は、阪神・淡路大震災が発生した1995年5月に、日本集団災害医療研究会として発足しました。同震災は、我が国における災害医療体制の未整備を浮き彫りにし、災害医療の重要性を社会に広く認識させた歴史的転機となりました。2000年2月には学会へと改組し、2010年4月に一般社団法人化されました。2018年1月からは一般社団法人日本災害医学会として、国民全体の保健・医療・福祉に寄与するため、災害時の医療に関する科学的研究を推進し、災害医学の進歩と発展に寄与することを目的として活動しています。
この30年間、本学会は大規模災害への対応経験を蓄積し、学術集会や学会誌を通じた研究成果の発信、標準化された研修プログラムの開発・普及、多職種連携の推進などを通じて、わが国の災害医療体制の発展に寄与してまいりました。
今回、本学会の発足から30周年を迎えるにあたり、本学会設立当初の初心を振り返り、また大きく変遷した災害医療・災害医学の状況を踏まえ、本学会の目指すべき方向性を第31回日本災害医学会総会・学術集会（新潟市開催）において日本災害医学会2026宣言（NIIGATA宣言）として採択し、広く社会に公表いたします。
私たち日本災害医学会は、すべての人々の命と健康を守るために、科学的根拠に基づいた災害医療の実践・研究・教育を推進し、社会に貢献することをここに宣言します。
世界は今、地震・津波・風水害・感染症・大規模事故・気候危機・地政学的リスクなど、複合的かつ予測困難な災害に直面しています。日本においても、少子高齢化や人口減少といった社会構造の変化が、災害医療における重要な課題となっています。災害医学は、医療、保健、福祉、行政、消防、警察、自衛隊、海上保安庁、ボランティアなど、多様な専門職と市民が連携し、社会のあらゆるレベルで備え、応じ、支える学際的な知の営みです。そして何より、科学的思考と倫理的判断に立脚した実践を積み重ねる必要があります。
日本災害医学会は、引き続き「災害を科学する」という視点から以下の使命を担います：
私たちは、これらの使命を共有し、科学に基づく行動を通じて、災害から命と健康を守る社会の実現と持続可能な未来の創造に貢献することをここに誓います。
本宣言は、社会の変化と災害の経験に応じて継続的に発展されるべきものであり、日本災害医学会は、その実践と検証を重ねていきます。
私たちは、専門職、行政、研究者、市民社会を含むすべての関係者とともに、本宣言の理念を共有し、協働して実践することを呼びかけます。
私たちは、本宣言の理念を具体的な教育・研究・実践活動に反映し、その成果を継続的に検証・発信していきます。

Advancing the Science of Disasters to Protect the Future
TThe Japanese Association for Disaster Medicine (JADM) was founded in May 1995, the year of the Great Hanshin-Awaji Earthquake, as the Japan Research Group for Mass Disaster Medicine. The disaster exposed significant limitations in Japan’s disaster medical preparedness and marked a historic turning point that heightened national awareness of the importance of disaster medicine. In February 2000, the organization was reorganized into an academic society, and in April 2010 it became a general incorporated association. Since January 2018, under its current Japanese name, the Japanese Association for Disaster Medicine, JADM has promoted scientific research on disaster-related medical care with the aim of contributing to the health, medical care, and welfare of the population and advancing the field of disaster medicine.
Over the past three decades, JADM has accumulated extensive experience in responding to large-scale disasters and has played a central role in the advancement of Japan’s disaster medical system.
Through its annual scientific meetings and academic journal, the Association has disseminated research findings, developed and implemented standardized training programs nationwide, and fostered interdisciplinary and inter-institutional collaboration among healthcare professionals, public agencies, and related stakeholders.
On the occasion of the 30th anniversary of its founding, JADM reflects upon its founding principles and recognizes the profound evolution of disaster medicine and disaster response over the past three decades. In light of these developments, JADM hereby adopts the 2026 Declaration of the Japanese Association for Disaster Medicine (the NIIGATA Declaration) at the 31st Annual Meeting and Scientific Assembly held in Niigata City and presents it to the global community.
We, the Japanese Association for Disaster Medicine, hereby declare our commitment to protecting the lives and health of all people by advancing the practice, research, and education of disaster medicine grounded in scientific evidence.
The world today faces increasingly complex and unpredictable disasters, including earthquakes, tsunamis, floods, infectious diseases, large-scale accidents, climate crises, and geopolitical risks. In Japan, demographic transformation, population aging, and population decline present significant challenges for disaster medical systems.
Disaster medicine represents an interdisciplinary endeavor in which healthcare, public health, welfare, government agencies, emergency services, the Japan Self-Defense Forces and the Japan Coast Guard, volunteers, and civil society collaborate to prepare for, respond to, and sustain society in times of crisis. Above all, disaster medicine requires continuous practice grounded in scientific reasoning and ethical judgment.
From the perspective of advancing the science of disasters, JADM upholds the following missions:
We hereby commit ourselves to advancing these missions through actions grounded in science, contributing to a society that protects life and health from disasters and to the realization of a sustainable future.
This Declaration shall serve as a living framework, to be continually advanced through practice, evaluation, and learning from future disasters.
We call upon healthcare professionals, researchers, policymakers, institutions, and civil society worldwide to share these principles and to collaborate in strengthening disaster preparedness and response for the benefit of humanity.
JADM will advance the implementation of this Declaration through education, research, and practice, and will continuously evaluate and disseminate its outcomes.
